Holding hands is fine; kissing or extended hugs in public draw stares, especially outside major cities.
Older generations are more conservative. In rural areas and temples, even hand-holding can feel forward.
Same-sex hand-holding between friends is common and platonic in Vietnam — don't read it as anything else.
